The Aprilia IN Competition Racing rider set a best lap of 1min 34.827secs to go 0.462secs clear of Best, as Harley McCabe was third.
Carl Harris will lead the second row on his ROKiT Rookies Suzuki, with Kieran Kent starting from fifth.
